New Delhi: Three people, including an employee of the Municipal Corporation of Delhi (MCD), have been arrested in connection with an alleged ₹15 lakh bribery transaction linked to outdoor advertising permissions in the capital.
The arrests were made by the Central Bureau of Investigation (CBI) on September 16, 2026, during a trap operation in New Delhi. The case concerns allegations involving billboards, hoardings and LED advertising displays and whether certain installations were allowed to continue beyond the applicable tender period or beyond the approved number.
The CBI registered a corruption case on September 16 in connection with alleged illegal payments related to outdoor advertising activities under the MCD.
The investigation centres on allegations that certain advertising installations were allowed to remain operational after the relevant tender period had ended. The agency is also examining allegations that additional advertising displays were permitted beyond the sanctioned limit.
The alleged ₹15 lakh payment became the subject of the CBI’s trap operation in Delhi.
Three people were arrested during the action.
The arrested individuals are:
Anil Kumar alias Khatri, a Senior Secretariat Assistant in the Advertisement Department of the MCD’s South and Najafgarh Zone
Anant Kumar Sharma, Director of Naks Creators Private Limited
Dilip Patel, associated with Naks Creators Private Limited
The case therefore involves an MCD employee and two people linked to a private advertising company.
The CBI is investigating the alleged connection between the individuals, the advertising permissions and the ₹15 lakh transaction.
The allegations have not been established as guilt, and the legal status of each accused will be determined through the judicial process.
The case is connected with outdoor advertising arrangements in Delhi.
Investigators are examining whether some billboards, hoardings and LED displays continued to operate after the expiry of the relevant tender period.
The CBI is also looking into allegations that advertising displays were allowed beyond the number permitted under the applicable arrangements.
The agency is examining whether these alleged permissions were connected with demands for illegal payments.
The investigation is therefore focused not only on the alleged cash transaction but also on the administrative decisions surrounding the advertising installations.
The alleged ₹15 lakh payment is a central part of the CBI’s case.
After registering the case, the agency carried out a trap operation in New Delhi. During the operation, the three accused were arrested in connection with the alleged bribery transaction.
The CBI is examining the circumstances surrounding the payment, including its alleged connection with outdoor advertising permissions.
The exact role of each accused will depend on the evidence collected during the investigation and the subsequent legal proceedings.
An arrest or allegation does not by itself establish criminal guilt.
Following the arrests, the CBI conducted searches at locations connected with the investigation.
The agency reported recovering ₹25.25 lakh in cash during the searches.
The recovered amount is separate from the alleged ₹15 lakh bribe involved in the trap operation. Investigators will have to establish the source of the cash and determine whether it has any connection with the allegations being examined.
Documents and other material collected during the searches may also form part of the investigation.
The CBI indicated that searches at other locations were continuing.
Outdoor advertising in Delhi involves commercial installations operating under regulatory and contractual conditions.
Tender periods, approved locations and permitted display numbers can determine how advertising installations are allowed to operate.
The allegations in this case concern the possibility that some displays continued after the relevant tender period or that additional displays were permitted beyond approved limits.
Investigators are examining whether such alleged irregularities were connected to the suspected bribery arrangement.
This makes the administrative records surrounding the advertising permissions an important part of the case.
Anil Kumar alias Khatri, who works as a Senior Secretariat Assistant in the MCD Advertisement Department’s South and Najafgarh Zone, is among those arrested.
His alleged role in the matter is being examined by the CBI.
The investigation will determine whether and how the municipal employee was allegedly connected with the advertising permissions and the suspected payment.
No conclusion about criminal responsibility can be drawn solely from the arrest.
Two of the arrested individuals are associated with Naks Creators Private Limited.
Anant Kumar Sharma has been identified as the company’s director, while Dilip Patel has been described as being associated with the company.
The CBI is examining their alleged involvement in the transaction and its connection with outdoor advertising permissions.
The investigation remains underway, and the allegations against the accused will be subject to the legal process.
The investigation may involve examination of official advertising records, tender-related documents, permissions, financial records and other material connected with the alleged transaction.
Such records can help investigators establish the sequence of events surrounding the permissions and the alleged payment.
The reported cash recovery will also need to be examined alongside other evidence to determine its relevance to the case.
The CBI’s findings will depend on the evidence collected during the investigation.
The MCD Bribery Case is still at the investigation stage.
As investigators examine documents, financial information and other material, additional details about the alleged transaction may emerge.
The CBI may also examine whether other people or transactions were connected with the matter.
However, any additional involvement would need to be established through evidence and official investigation findings.
A separate bribery case involving an MCD employee was also reported in Delhi around the same period.
That matter concerns an allegation related to the release of pension funds belonging to a retired employee. The reported case involved an alleged demand of ₹70,000 and an alleged payment of ₹10,000.
That case is separate from the CBI investigation involving the alleged ₹15 lakh transaction and outdoor advertising permissions.
The two matters involve different allegations and should not be treated as the same investigation.
The case has brought attention to the importance of transparency in municipal permissions and commercial activities carried out in public spaces.
Outdoor advertising involves private businesses, contractual arrangements and regulatory approvals. Questions over the continuation of advertising installations after a tender period or the use of additional displays can therefore become significant when corruption allegations are raised.
The investigation will establish whether the alleged bribery transaction was connected with the permissions under examination.
The CBI investigation into the alleged ₹15 lakh bribery transaction is continuing.
The three arrests, the reported ₹25.25 lakh cash recovery and the searches are all part of the ongoing investigation.
Investigators are expected to examine the evidence collected during the trap operation and searches and assess how it relates to the allegations.
The precise role of each accused person and the alleged connection between the payment and outdoor advertising permissions will have to be established through evidence and legal proceedings.
Cases involving alleged illegal payments in government-related matters underline the importance of maintaining proper records and using formal channels when dealing with public authorities.
Businesses and individuals dealing with municipal permissions should retain relevant applications, approvals, contracts and official communications.
Where an alleged demand for an illegal payment arises, the matter should be reported through appropriate official and legal channels.
The Delhi MCD case will remain under investigation as the CBI examines the alleged bribery transaction and the circumstances surrounding the outdoor advertising permissions.
The accused remain entitled to due process, and the allegations will be tested through the legal system.
